Not sure why they were getting the plate. If they called it in and the
video actually came out, douche bag would end up being at fault. Yes, I'm
a cop and I would be writing douche bag the ticket.

ezraa123 even though the bikes at fault is it still considered a hit and
run if the SUV takes off? and what penalties does the biker get?

You can plainly see an irresponsible biker doing one of his niffty keeno
tricks in the middle of the street, and at a curve at that. So, here's
what we do. Find the driver of the suv and separate his head from his
body.
