Why is the length of the strike about 15ft high from the ground up? Can
lightning strike like that?

it does look like it hit all the way down but was only really visible in
the last 6 feet or so.

lightning starts atthe ground and goes up. the strength of the bolt was not
strong enough to be seen all the way up. if you dont believe me, google
that xxxx
