This guy is Mickael Youn, this was one of his "jokes" from his first tv
emission, if i remember well. He later made a movie called "11
commandments" which are 11 sketches, like who het arrested first etc..,
really jackass style. Obviously some of his stunts/sketches/dumb stuff
were staged but some weren't.
As for this vid, he says that the cops are coward to get a man of a motor
bike and that he will show them what he is made of. When he "speaks" to
the cops he says that they are coward to get a little motor bike man, then
he scream the name of his emission "Morning live, from 7h till 9h" blabla..
wazaaaa etc.."

And i dont know if it s fake..knowing his style i wouldnt be surprised
that it wasn t. but who knows
