ok... excuse me for being somewhat racist... and somewhat stereotypical...
so all i gotta say is that, why am I not surprised that the person getting
arrested is black...

wouldnt say he needed to pepper spray, bit over the top as she wasnt doing
anything after biting him. But ah well lesson learned.

Ok...comment from a cop here. Pepper spray can be used any time there is
active resistance or a reasonable to believe the offender will try and
assault the officer...she already bit him when he tried cuffing her.
Biting is, in most states, deadly force. Pepper spray was mild. (cont)

Personally, she should have been grounded with a knee over her shoulder and
not over the hood...would have made it easier. However, the level of force
with the hit and spray was perfectly justified. ...and the bite being
deadly force was ruled mainly because of all the freaky VD's out there.
