The cop should have given him a couple warnings, then one to arrest him for
resist/obstruct...then taken him. I don't agree with the cop's people
handling, but if there's an ordinance against skating, he has the right to
take it for evidence and release it to parents or whomever later.

It's not stealing if there's documentation he took it. I confiscate stuff
all the time, but I can't destroy it or keep it. Most of the time it's
returned later or forfeit as part of court ruling. The fact is, the cop
needs to work on people skills and the kid should have been arrested.
