in a country where any car could be holding a bomb big enough to kill you
from meters away...you don't want anyone getting close at all. So when a
car gets close, and stays close after a warning shot...you shoot to kill.
notice how they're not shooting at everything...they're going for the car
coming for 'em...you don't understand what it's like there, period.
