that's either a watermain break or a sewer overflow, watch the gap n the
medial wall @ :05, you'll see it start bubbling and blow like a geyser.

Note that it's storming throughout the video. I'm thinking this is a
hurricane triggered overflow. Water is moving fast enough to back up in
the pipes and cause a pressure. The end of that pipe drains into a river
or lake that is getting hit by a hefty wind, triggering this back
pressure.
